PLN Indonesia Power Gilimanuk Gas Power Plant Launches MESATUA BALI: A Waste Management Innovation

Bali, August 26, 2025 — PLN Indonesia Power (PLN IP), through its Bali Gilimanuk Gas Power Plant (PLTG Gilimanuk), has introduced MESATUA BALI (Managing Waste for a Sustainable Bali), an initiative that demonstrates the company’s commitment to sustainable energy transition and community empowerment. This flagship program not only addresses environmental challenges but also fosters social and economic transformation in Bali’s coastal areas.

Originating from real challenges such as high volumes of port and household waste, coastal abrasion, deforestation of national park areas, and limited economic opportunities for vulnerable communities, MESATUA BALI emerges as a community-based solution.

Through a circular economy approach, the program processes both organic and inorganic waste. Organic waste from households and small industries is converted into multi-purpose liquid organic fertilizer. Meanwhile, inorganic waste, particularly disposable diapers, is innovatively transformed into planting media for fruit and vegetable nurseries. Both types of waste are processed using residual production resources from the plant, specifically reject demineralized water. This pioneering innovation, utilizing diapers and demineralized water as planting media, is the first of its kind in Jembrana Regency, Bali.

This initiative introduces not only new methods of waste management but also alternative resources that are environmentally friendly and socially beneficial.

To date, the program has engaged 13 members of the Suketeki community group, expanded benefits to 65 farmers from 5 farmer associations, and created employment for 34 local youth. Furthermore, the Gilimanuk Village Government has formalized its support through the issuance of Pararem Desa Adat No. 1/2025, endorsing community-based waste management practices.

“The MESATUA BALI program is proof that social innovation can bridge the gap between energy and everyday life. At PLN Indonesia Power, we believe sustainability is not only about technology but also about building a shared future—from villages to the world,” said Bernadus Sudarmanta, President Director of PLN Indonesia Power.

Program achievements include:

Monthly sales of 150–200 liters of liquid organic fertilizer

Planting of 100 Casuarina trees to mitigate coastal abrasion

Reforestation of degraded land in West Bali National Park

Reduction of diaper waste and methane emissions from organic waste

Increased community income through fertilizer and seedling sales

Program replication in Jembrana and Banyuwangi

MESATUA BALI has also evolved into a community learning hub, offering a “Zero Waste Community” education module and hosting school and academic visits. It has further collaborated with the Ash-Shiddiqiyyah landfill in Negara, Bali, through the TAMASYA (Child Care Garden) program, extending impact into education and household food security. Activities include fruit and vegetable planting using diaper-based media and nutrition awareness campaigns in collaboration with local health centers.

With a systemic approach, MESATUA BALI transforms the paradigm of waste management—turning waste into resources, diapers into planting media, and communities into centers of innovation.
