PLN Indonesia Power (officially PT Indonesia Power; "PLN IP") is a sub-holding of PT PLN (Persero) ("PLN") which has a strategic role in the electricity sector in Indonesia and is one of the largest power generation companies in Southeast Asia managing more than 21GW of power plants across Indonesia. The main business activity of PLN IP is as a provider of energy solutions which includes power generation for supplying electricity distribution in Indonesia, engineering, procurement, construction and business development of beyond kWh.
Presently, in line with the government's agenda to accelerate the energy transition into renewable energy development, PLN IP has initiated the preparation of Proyek Hijaunesia 2023, which covers multi-projects of Solar Photovoltaic ("PV") Power Plants (floating and land-based) and Wind Power Plant. PLN IP is seeking potential equity partners for the development of the projects under Proyek Hijaunesia 2023 and intends to retain majority stake in each project.
PLN IP hereby announces to all companies enlisted in PLN's List of Selected Companies / Daftar Perusahaan Terseleksi ("DPT"), the commencement of a competitive process to select potential equity partners to develop, finance, build and operate one or more projects under Proyek Hijaunesia 2023, each located in Java-Bali and Aceh.
Applicants who are currently not enlisted in PLN's DPT shall submit its DPT application together with its Statement of Qualification ("SOQ") to PLN IP and shall be enlisted in PLN's DPT no later than proposal submission during the Request for Proposal ("RFP") stage.
Furthermore, in line with the direction of Ministry of Industry to support the development of the national Solar PV industry, PLN IP would also support the invitation for Tier-1 Solar PV Manufacturers who intend to set up factories in Indonesia to contribute towards meeting the local content (Tingkat Komponen Dalan Negeri or TKDN) requirements.
For this matter, PLN IP has appointed KPMG Siddharta Advisory as its financial and commercial advisor, GHP Law Firm and Nah'R Murdono Law Office as its legal advisors, as well as AFRY and PLN Enjiniring as its technical advisors to assist in the selection of potential partner for each of the project under Proyek Hijaunesia 2023.
Applicants / interested parties having experience of undertaking similar and recent projects are invited to participate in the selection process and shall submit their Expression of Interest ("EOI").
The EOI can be submitted no later than 10.00 AM WIST on 16 March 2023. The Request for Qualification ("RFQ") document will be available from 9 March 2023 until 16 March 2023. Applicants are expected to submit their SOQ no later than 5.00 PM WIST on 20 March 2023.
